Access to competitive energy, resilient infrastructure and sustainable raw materials is essential for Europe’s industrial transition. 

Decarbonising cement requires more than technology, it depends on the right enabling conditions: large-scale CO transport and storage networks, abundant renewable and affordable electricity, widespread co-processing of waste, and secure access to secondary and natural materials. 

Together, these elements form the backbone of the sector’s Net Zero Roadmap. With the right framework in place, they will allow Europe’s cement industry to reduce emissions, strengthen resource efficiency and deliver low-carbon materials made in Europe.
