Sustainability Assessment

In brief

A truly sustainable building must balance environmental, social and economic performance across its entire lifecycle. For this reason, Cement Europe supports holistic assessments at building level, based on a full life-cycle approach and robust scientific data.

Cement Europe actively contributes to the work of CEN/TC 350 “Sustainability of Construction Works”, which develops standards to assess sustainability across all three pillars, from building-level performance down to individual products.

The standard EN 15804 provides product category rules for developing Environmental Product Declarations (EPDs), ensuring transparent and comparable data for assessing construction works.

Based on these rules, Cement Europe has developed European average EPDs for three cement types, in line with EN 15804 +A2, providing measurable and verifiable input for the environmental assessment of construction projects:

  • EPD for CEM I
  • EPD for CEM II
  • EPD for CEM III

Our view

Sustainability assessment is a key enabler for the transition to low-carbon construction. By providing reliable and comparable data, it allows policymakers, designers and clients to make informed decisions based on lifecycle performance rather than individual product characteristics.

A consistent and science-based approach to sustainability assessment is essential to support the development of lead markets for low-carbon construction materials. It ensures that environmental performance is measured in a harmonised way across Europe, creating a level playing field and enabling fair competition between products.

Aligning sustainability assessment frameworks with EU legislation, including the Construction Products Regulation and the Energy Performance of Buildings Directive, will be critical to ensure that these tools effectively drive demand for low-carbon and circular construction solutions.

Strengthening the use of lifecycle-based assessment is therefore not only a technical requirement, but also a key condition for accelerating decarbonisation, supporting market uptake and maintaining industrial competitiveness in Europe.
