Key elements are already in place to stimulate demand for low-carbon construction products through the revised Energy Performance of Buildings Directive (EPBD) and Construction Products Regulation (CPR).
The EPBD will drive the decarbonisation of Europe’s building stock by introducing global warming potential (GWP) disclosure and lifecycle GWP limits for new buildings. Member States will integrate GWP values into Energy Performance Certificates, develop roadmaps for setting limit values, and establish targets for new buildings from 2030.
The revised CPR requires manufacturers to declare environmental essential characteristics, including mandatory GWP, in their Declarations of Performance and Conformity. Together, these instruments will enable greater transparency on the carbon footprint of construction products and support more informed choices across the value chain.
Effective and timely implementation of these frameworks will be critical to ensure that demand for low-carbon and circular construction materials develops in practice, supporting both decarbonisation and industrial competitiveness in Europe.
