Cement Europe believes that key elements are already in place to stimulate demand for low-carbon products through the revised Energy Performance of Buildings Directive (EPBD) and Construction Products Regulation (CPR).
The EPBD will drive the decarbonisation of Europe’s building stock by introducing global warming potential (GWP) disclosure and lifecycle GWP limits for new buildings. Member States will integrate GWP values into Energy Performance Certificates, develop roadmaps for setting limit values, and establish targets for new buildings from 2030.
The revised CPR requires manufacturers to declare environmental essential characteristics, including mandatory GWP, in their Declarations of Performance and Conformity. Together, these two instruments will ensure that low-carbon, circular construction products are used across the value chain to meet the new sustainability requirements at the building level.
